The minority business program was created with the goal of leveling the playing field between small/medium businesses and their larger counterparts. The idea is to designate certain contracts and spending budgets in a way that guarantees the incorporation of businesses that are majority owned by individuals who are deemed to be “socially and economically disadvantaged”. For example, businesses owned and operated by racial, ethnic or gender minorities would qualify for MBE status.
